Cornwall is historically recognized as one of Europe's primary emigration regions, with over 6 million people worldwide tracing their roots to the Celtic peninsula. Despite the scale of this global diaspora, Cornwall Trade & Investment lacked a formal framework to engage them. This highly motivated network remained completely untapped for regional economic development.
While diaspora leaders were eager to help, Cornwall needed a structural bridge to connect with them. The opportunity centered on building a robust framework, establishing sustainable governance and partnerships, and utilizing data-driven planning to guarantee long-term local impact.
To create a people-centric strategy, The Diaspora Institute conducted extensive interviews with Cornish stakeholders both at home and abroad. This comprehensive consultation crossed multiple sectors, gathering insights directly from government, academia, industry, and the arts.
The collaboration produced the first-ever Cornwall Diaspora Strategy (2025–2028), designed to unlock economic growth. This operational plan organizes implementation into four key pillars: institutional development, network communications, capital engagements, and performance monitoring.
